There is a TSB out there to fix the issue you are having... the dealer can re-set the option on your car, and you will gain the DRL setting in the menus.

I think (just a guess) that is the bag with your key numbers... in case you need to have a new mechanical key cut. At the plant is hold the two "stubs" that insert into the fobs before delivery.
You may want to dim the yellow traces on the lights... those are the front turn signals... the lowers are the white running lamps. And you can ditch the fog lamps as you are only allowed four front facing white lamps on by federal law. Probably the reason there are none on the new car...
P2610 is "Engine Off Timer"
