Dwayne has done a lot of work on my Vipers when he was at Chantilly Dodge. I've always been very happy with his work and he goes out of his way to make sure everything is done right.
I tell you, give a lawyer a simple job and unless he can charge you $500 / hour, he's going to screw it up. ;)

My understanding is that the only costs to us is our time, gas, and hopefully a little wear on the brake pads. But based on the injuries our assigned vets will have, I doubt they are going to want us to run too hard.
Yes, tech inspection required but it's lots easier than it appears at first. Any mechanic can fill it out in under an hour and it's the sort of stuff you really want checked out before you go rac...err...participating in high speed driver education events.
