Does anyone know if there are stroker kits available for the Gen 3 motors that I could have a local engine builder put in? Do the blocks typically need to be machined?

I'm not sure if they regrind the stock crank or use a new one...

Still learning...T

Anything is available at a price for any engine - if they don't have somethnig they make it.

But yes - there are several shops that either offset grind the factory crank which will give you around 522 cubes, or provide an aftermarket billet crank and rotating assembly for bigger engines.

This is not a job for Freddys Grease Pit and Bore Hole - you might like to consider going to a reputable Viper tuner to get the job done right. If you go to a non Viper tuner then pick a good race engine machine shop that builds winners because at least you know they can build quality. Any decent race workshhop that deals in the good stuff will know where to get the hard parts, if they don't - stay away.

A word of advice - if you buy a kit from a tuner and install it elsewhere - you have a warranty problem straight away if anything goes wrong.... that is not the tuners problem, that is a problem between the installer and the manufacturer.
