Fog light height adjustment

Hi!
Can't find in Service manual or online any instructions on how to adjust height on fog lights on a gen1(1994).
Have tried and remove the round rubber in wheel house but there are no visable adjustment screw.
Didn't pass inspection(fog light too high).
Anyone helpful person that can give me a hint?

Just disconnected them for inspection. Unless you are in Europe.
Just add a washer slim. I think you would need to adjust the front facsia.

The fog lights had came a bit loose from the lower metallic bracket. While fastened all good again.
