I had one that didn't seem to bleed properly. At the time they were on backorder, so I inquired from multiple sources and ended up with two. Still have one from an 05 that is both the controller and the pump if you need one. Think it is on the e-*ay auction site right now.

Pull codes.
A full-function scan tool will have the ability to drive the pump to test it.
If the pump motor has available voltage, and good ground, obviously the motor is defective.
Try activating it with the scan tool, and tap on the pump motor with a wrench or somthing to see if it will take off and run.
The usual problem is an intermittent open circuit in the motor, and somtimes tapping on it while it has applied voltage will get it to go.
This isn't a repair, but will help confirm the diagnosis. I have done this many times.
Then replace the pump motor.
(Don't replace the motor over something stupid like a bad ground circuit) -check everything first.
