Are there headers under this heat shield?

Those look to be stock heat shields and I don't think any after market headers can fit under them. Depending on the year, the factory did use tubular headers. Not as good as the after market ones, but did save some weight.

Look from underneath. It looks like a stock set up but you really can't see "what's behind the curtain". Look from underneath the car and you'll be able to see what's bolted to the exhaust ports!

I have headers under my stock heat shields so it is possible. It's only 3 bolts to take the shield off and look underneath

I have Belanger headers under my stock heat shields. You could have anything under there. Take the shields off or get under the car.

Does your car sound like a UPS truck, or is it throaty and deep? If the previous owner put headers on, he almost certainly put an aftermarket cat-back on as well. Regardless, you should just take the shield off and have a look.

In 1998 both GTS and RT10's switched from cast iron manifolds to factory tubular headers.

They look factory to me. Based on my experience, if Belangers were under the shields the shields would've been manipulated (formed, flattened, etc.) to make them fit the Belangers. Kinda like putting a petit thong on a walrus...it don't fit quite easily. If Belangers are under there, I would remove the shields and check the tubes for cracking, missing coating as the heat shields will wear the coating off of the tubes over time (ask me how i know this :(). As others have stated, only way to know for certain is to get under there or remove the shields. And if you're not certain if the rest of the exhaust is stock either, remove a rocker panel and take a quick see.
