Weird noise from under the Hood during cold start

So I recently purchased my Viper 2 months ago... 2004 Vert, 23k miles, 1 previous owner. Had a specialized mechanic look over everything upon purchase and everything checks out. I recently got an oil change, and noticed when I start the car from a cold start there's a weird noice coming from under the hood. It's like something is powering on and winding up. Almost like a supercharger running low boost... If I turn the car off and start it back up, nothing... I'm unsure if the oil change is related or what the issue might be, just curious if anyone else has had anything similar happened to them?

Mine makes the same sound. I am not sure what it is, but it makes that sound for around 10-20seconds.

why would the wrong oil filter make that sound???

Hydraulic cooling fan. I had a SRT-10 Ram that did the same thing on occasion.

Yeah, this comment is a bit concerning considering I just had an oil change... Not sure how the wrong oil filter would cause this sound. Drove 400 miles this past wkend with 0 problems and oil pressure is perfect.
