odd noise from passenger footwell when wipers come on

Went for my Saturday drive today.

So this morning it was raining like a **** up here (big surprise in Seattle), and had to use my wipers, God forbid. I started to hear a strange click/buzz/? noise coming from somewhere in the cabin. I couldn't tell at first but it had a regular pattern to it after some observation. I should have video'd it, maybe I'll do that tomorrow.

On my trip back home, I noticed it again. But this time I noticed is happened every time the wipers would run. I did some reading on it, and apparently there is a wiper control module located somewhere on the passenger side of the cabin. I listed again and it really seems like it's coming from that area. It sounded like it was coming from under the radio or near the shifter, or the footwell. Hard to tell.

Another thing I noticed, and this was with wipers on OR off. With higher RPM I noticed a whine (that changed with RPM) coming from that same area of the car. At first I thought it was coming from my radio, but when I turned it off same thing. I wonder if this noise may have something to do with the wiper control module as well.

Wipers work just fine.

Anyone have this problem? I haven't inspected anything yet (fuses, etc). Annoying AF I tell you. Maybe I can unplug it and see if the noise goes away. I haven't looked to see how it's tied into the car's electrical system... I would hope it wouldn't affect anything else.. ideas?

EDIT: Attached a schematic from the 98 SM. Shouldn't be a problem if I unplug it (fuse) if it's anything to go by (assuming I don't need my wipers).
