Gen 4 alarm problem. 09 Coupe alarm problems.

09 Coupe alarm problems.
Car was in accident in Nov. and between police dept. and towing company they lost the ignition key and the fob. I have spare key and fob but the fob has not been programmed. Car will not run without fob. I have to have it towed someplace to reprogram fob but I have been unable to find a dealer that can program it. Dealers don't have the old DRB scan tools anymore. Is there a way to disable this system?
Anybody got any suggestions?
