155 MPH Limiters - what\'s the deal?

Not applicable to the Viper but it seems many others have it such as most of the German cars coming to the states: what drives that (no pun intended)? A buddy said it is due to some sort of Federal law but I disagree.

155 limiters are added to prevent people from out-driving
their tires. The same thing is done to the Veyron at 255mph,
and the Tahoe at 85mph. Factory high-end cars tend to come
from the dealership with all-weather, all-season, all traction
tires which are not necessarily designed for high speed
driving. Also most european cars are not designed for the
track, unlike the viper which has no limiter. Usually the
limiter is very easy to defeat if you know what you're doing,
and knowing what you're doing implies you realize that an "S"
rated tire isn't going to survive a 180mph run.

155mph = 250kph. The trees were dying in the Black forest in Germany. The 'green' people were demanding speed limits to cut down exhaust emissions, but the Germans also take great pride in thier unlimited sections of autobahn and the skill it takes to operate a car in that environment. The gentlemens agreement was that the manufacturers would limit the cars to help make peace.
