Cig/Hazzard Fuse Question

Does anyone know the logic behind the duel fuses for the Cig & Hazzard lights? It seems odd to me that you'd have two 15A circuits being fed by a 25A circuit. In theory, the system could all be working correctly and you'd still blow the 25A fuse. There's also the question, of why bother with three fuses, would just the two 15A fuses be good, what's the purpose of the 25A fuse?

Just an oddity that I noticed over the weekend when I blew the cig lighter fuse and had trouble finding it. Didn't have the manual, and the fuse panel didn't have fuses 19 or 20 labeled.:(

I also fixed an oddity, for the last several years the hazzard lights didn't work correctly, only one side would flash. When I pulled and reinstalled the 25A fuse the hazzards started working correctly. Very weird.:dunno:
