If you mean the tank in the fascia, it's probably just blowing trapped air from the container with the radiator cap into the overflow. It'd be plenty hot if it were boiling in that plastic tank.
It also means that the air trapped in the cooling system is not wetting a hot surface and flashes when it comes in contact. Try burping.
Or you have a major gasket issue blowing exhaust into the cooling system....
