2001 Sapphire Blue

Just noticed yesterday as I was drying it off....when I open the gas lid, it is rubbing a little on the rim closest to the passenger door. Seems like the bracket that holds the lid has moved forward towards the front of the car. Looks like there are 2 bolts holding it...do you have to remove the liner under the wheel well to access the bolts? Anybody have this problem? Thanksss!!
