help..no fog lamps or hi-beams!

Has anyone had this problem.....fog lamps don't work, and when I pull back on the turn-signal stalk to click on the hi-beams, they flash but don't stay on. Sure would appreciate any input, as I can't get a state inspection sticker until I fix the problem, and I can't drive my dream car! Please help, Viper Bro's !

I had the exact same problem with my 95. It turns out it was a fuse.
You would not think it was a fuse, because when you pull back on the high beems they work as soon as you left off of the lever they go off.
Definitely a fuse and definitely a strange circuit. If you cannot find the fuse, Let me know. I can check the fuse # when I get home.
