I just entered the magic snake pit society with a '96 RT10 and read in the service bulletins on the viperclub page that there is a intermittent hesitation problem with the engine at 4,000-5,000 rpms.

if this is the case, what is causing it and can it be adjusted?

I've never been told exactly what the problem is, but it acts like the ignition or the injectors are switched off for a split second under hard accel, then it comes right back on. This is a malady more commonly associated with early production '96 GTSs. Yours is the first RT I've heard of with this problem.

Since the '96 RTs shared engine management systems with the coupes, you may indeed have the same problem. Go to the dealer and have them reflash your computer from the MDS. Mine got flashed 3 times and nothing ever stuck, so they replaced the ECU with a later model unit and it has been working like a champ ever since.
