Chris..welcome. First of all, a battery tender is a great investment. I made a cig lighter attachment for mine. The cig lighter circuit is always hot, so you just plug it in and it will keep the battery topped off. Also, without seeing your issue with the paint, I would suggest that it might be a string of sealer on top of or under the black paint.
