Don't most tracks have a rule that vehicles beating 11.99 1/4mile time must have a rollcage (our local track has that rule)? If so, do these cages make it harder to get into and out of the car? How much do they cost and what kind of shop puts them in? Any other tips? Thanks a lot!

For stock/near stock vehicles, the NHRA rules as of 2004 allow you to run up to a 11.5 before a rollcage is required. If you are heavily modified, then the 11.99 still applies in theory.

When you do need a rollcage, I don't think that you can get away with just a hoop, I think you need side supports as well which are somewhat of a pain, at least that is the way it is around our area. Most roll cages allow the side supports to be removed when you are not racing.
