Yes they are a pain to keep looking nice, but nothing looks better than polished wheels. I have had really good results with Mothers "Billet" and Poorboys wheel sealant.
Paint looks HORRIBLE for 3300 miles! Here is 2 pics of my '99 with 38,000 miles on it, no paint work and no photoshop. My advice is to buy something the owner took care of..
I don't think those scratches are going to buff out, they look pretty deep. Also, I wouldn't buy it sight unseen unless you are dealing with a reputable dealer.
