AC help needed - 96 RT10

The AC blower (fan) will not spin. I have checked and/or replaced all that I know to.

I have replaced the AC Blower motor and AC Resistor. Both are located within the fan motor housing. The AC blower fuse is perfect (located on the passenger side above the left knee). Is there another fuse box that I am not aware of? The only one I found was in the passenger compartment.

What am I missing? Another fuse..Relay...resistor?

I think Dodge is doing their best to make fools of us all. I have read this manual 10 times. It clearly says that fuse #7 is the 25 amp "Blower Motor" fuse. So, I decided to pull each fuse to check them all in case they are mislabeled. Sure enough, #9 was blown. The manual says that #9 is the 10 amp "AirBag Controller".

Notice in the panel photo, #9 is clearly a 30 amp fuse. I changed the fuse and wala - the blower motor is working.
