Headlight adjustment

Picked up an 06 VOI 9 coupe a few weeks ago. The left headlight is aimed too low. All the twisting on the adjustment screw has no effect.

The front facia had been removed for a repaint and reinstalled. Any ideas of what I am up against?

Often, the adjustment screws for headlights go into a white Nylon captive "nut" with fine pitch threads. It is easy to strip these Nylon pieces especially if there is grit in the screw threads. You will probably have to get in there with a light and inspection mirror to have a chance at seeing what is going on with it.

I was hoping to avoid that expense but will have to if there's no fix
