Venumish,
Not sure if this is the best or only way, but the only way I know and what I have done.
Use your scanner to scan the chart into a "Photo Program", then save it as a JPG file. Now you can post the jpg file like any other photo to the forum.
Later,

Venumish, I see your an AOL member. AOL supplies you with server space (10 meg per screen name I think) to build a webpage and store files and pictures. Just up load the picture or file (you want to post) to the space alloted to your AOL screen name at http://hometown.aol.com/hmtwnpromo/build/index.htm
Then, once the file is stored on AOL's server, copy it's address.
(example: http://members.aol.com/Venumish/"WHATEVERYOUNAMETHEFILE")
Click on the "Insert Image into your post" box (on the VCA message board reply screen, the button directly to the left of the little speaker button) and paste the address into that window. (make sure you only have one "http://" in that window) Click OK, finish your post and thats about it.
