Relays IN the door?

I just noticed a clicking sound from INSIDE my driver-side door the other day. This happens when opening and closing the door and happens only at certain points when the door is opened. Is that a relay I hear in there or is it something mechanical? If it's a relay, why in the world would they put it there?

On a very similar topic, whose bright idea was it to mount the seatbelts ON the door? If your door opens while going down the road, it's very good that the seatbelts get out of your way so you can fall out of the car if you want to. What were they smoking?
