Fog Light Covers

The fog light covers on my car have a foam seal around them. The foam is dry and just doesn't look that great. Yeah, I'm being picky lately, but it bugs me.

Is this foam stock? I've seen other years that don't have it but it seems that most of the '96 models have it.

Can it be replaced without replacing the whole lens?
