Ensure you are applying the force in the correct direction since you are not looking directly at the bolt. From outside the wheel well you will be going in the clockwise direction. Just a thought, not a flame.
That is an easy piece to break off. Can be easily caught on a piece of clothing when leaning across or walking around car. The 1999 has some hood and/or front bumper alignment issues. That area should be parallel to each other. The front bumper screws in the wheel wheel on the 99 are also shiney...
The above picture shows the 4.1 mile course which cuts down the back straight away by a 1/3. If they ran the 3.7 mile course which keeps the back straight away in tack then I would say yes to fifth gear. Which is the configuration for the most track events using the full course..

hooking up a gauge to mine it is in the red danger area, overpressure? Compressor appears to be cycling bringing the guage to barely in the yellow zone. I do get some slighly cooler air out the vents though but not like the past. I have not touched the AC system since buying the car new in 98...

Ther are only a few states left that allow first party (your fault) accidents to allow you to claim diminished value against the policy. Search the web. If you are at no fault (3rd party) your entitled to a diminished value claim in any state against the other insurance company.

My eyes might be bad but that looks like a gen 1 front fascia. Check the pics in the media gallery. Gen 2 has a sharper bottom lip and protrudes a little farther out. That car I bet has some interesting history. Viper GTS Decals on the right and left side of the hood are to far up also!
