Definitely get a GenIV now and get the GenV after a year. You'll basically be getting a GenIV loaner for free, since the amount the GenIV depreciates will likely be less than the amount the GenV does after the first year on the market. (Accounting for dealer markup).

With regards to a blowoff or bypass, typically a top mount will use a bypass valve since it recirculates into the manifold. This is because on many applications which use a MAF system, this would be "metered" air, air which has already passed by the MAF...

The 35s will be taller. The tire you're referring to is a pretty aggressive tire as well, seems to be more of a track tire and they seem to be pretty costly.
