As as much experience I have had with PS Pumps I can about guarantee you it is the PS Pump. The whine get real real noticeable upward of 3K RPM? In my case on pump 1 it didn't matter if turning or not about producing the sound.

It is a bit rich down low, I agree with that but should be okay if your not going to tune your SS Box. 12:9 though is very lean on a boosted car however.
