My 98 definitely has 6200 rpm limit, neutral or no. However, force the transmission into 2nd from some high speed - to help slow down / setup for next turn / or just miss a gear (BAD) downshifting - and the rev limiter can't stop the mechanical rotation beyond 6200.
Perhaps a silly question...
