    You would need a scope on that wake-up line. Maybe a broken solder joint.

    Oscilloscope would help but if all you have is a voltmeter then you can try that. Back probe pin 11 when connected to the cluster. You can disconnect pin 11 from the cluster. That is the wake signal to it from the BCM and turn the key to run.

    PCM is the voltage regulator. Battery holds charge or charges to 100% but you need to load test it. And you haven't even tested the charging system or attempted to troubleshoot. You are jumping pass toooooooo many things you need to test.
