Assuming the molded liner hasn't changed since '96 - the only rivet that has to be drilled out is the front, lowermost one. This is best accomplished by removing the exhaust cover and clamping a pair of small Vise-Grips to the backside of the rivet from underneath (so it won't spin) then drilling the rivet head off with a 1/4" bit. If the pin in the center of the rivet is protruding at all, you will need to recess it by using a punch to drive it backward. Dodge and NAPA have replacement rivets available, but they require a very large riveter.

All the other plastic retainers are of the reuseable variety.
