Does anyone know if convertibles are allowed? I was told that Buttonwillow won't allow the Gen 3/4 with only factory hoops, they would need real roll hoops. Is that accurate?

Do a google search, there are some dealer that sell them really cheap. The dealers get some incentive to sell a bunch of them, so that is how they can sell them so much cheaper than others are willing to. On my Jeep SRT8 I paid significantly less than what the dealer I purchased the car from...
I've never had a car with a targa top, but I have had T-Tops.
It's not the same as a convertible.
Here's what I hate about them:
-With T-tops You still feel enclosed, but you also have sun beating down on our head.
-On a hot day, the tops are too hot to touch.

Big Willow is great. There are very few walls to smash into. I'm in the slow group when I go there, and have a blast! If you can talk Bob Blizzard into instructing you, it will make a huge difference.
