Intro and Parking Brake Assembly
If you are mechanically inclined you can remove the parking brake lever assembly. There is a spring-loaded locking lever, on the bottom, that becomes seized. It can cause cause the issue you described. Check that first before you replace the parking brake lever assembly. Phil- NVViperTech

Is it possible to retrofit the 08 radiator cooling fans onto the 03-06 vipers? If so, will it involve more than just removing the hydraulic fan parts and installing the electric fans and shroud? Question for all you viper tech guys about a Roe SC
I sent an Email to Roeracing and this is the reply as to your issue. Even though you already removed it. Future reference for others who want to remove their's in the future. "If you have a kit newer than February, there should be two threaded 1/4"-20 bolt holes near the front of the top plate...- NVViperTech
