The biggest cost factor is the R&D is spread across so few units. Corvettes these mods are dirt cheap - because they will build as many C7's this year as Vipers have ever been built.
"Viper Guys" aren't buying the current Gen V and they bought the Gen IV in very limited quantities. So, even with what everyone considers the "marvel" the Gen IV to be, people weren't writing checks. It was still pretty true to the "heritage" you speak of.

Is there anything in the agreement between the VCA and member regions that stipulate funds must be returned in the region leaves the VCA?
I cannot find anything that says so.
The only counterpoint is if there is an agreement already in place with the clubs that states if the club leaves national then the money must be returned.
Other than that, what standing does the VCA have to demand money back? "Because" - not a decent threshold for cause.

The seat "holds" you rather well. I haven't had any issues doing ~120mile road trips in it. It is very comfortable. Longer than that you may run into annoyances.
The TA may be a bit more sensitive due to the shocks and all.
But, I love the seats.
