Yes the 03's had some issues with diffs. I would drain the oil into a clean pan and look for metal flakes or chunks. If it is the original diff with higher miles then most likely it's shot. I replaced 2 failed diff at VOI 12 and both were 03's.
The upgraded pans that were being in installed lowered the bottom of the pan . So the dipstick will still read correctly even with the higher capacity.

I have a few questions before proceeding. You said it only leaks while the engine is running. Have you had a fuel filter replaced recently? What side of the car does it appear to be leaking from? Did the dealer remove the rear wheel liners to gain access so they could see the sides of the fuel tank?

You can not access the fuel pump in a RT without removing the tank. You can in a GTS. I just did this yesterday on a 96rt. I would jumper the fuel pump relay and use the fuel pressure tap in the intake manifold to pump the fuel out of. Don't forget to install a new fuel filter when your done...

The ACRX cars use a bolt and lock nut in that area. Makes it much easier to service the front of the car. i would look into that before putting the rivets back in.
If you are looking for the bolts that hold the brake line to the caliper part# is 6508914AA and the copper washers are 6502114. Remember you will need 8 washers if you are doing a 4 wheel kit and 4 bolts.
I would start with pulling the blower motor out and seeing how free it spins. If it is binding then you will need to replace the motor. They seem to get water in them and cause them to get corrosion and bind up.
