There's a cloud hanging over both Viper23 and RMS run by Scott in Colorado.

The Tri Y design is good for mid-range and bottom end power, and the special collector the Ballenger uses is highly effective at speeding up the gas and scavaging the cylinders - testament to them being considered the number one header for a long time...

The Viper head design is known as a wedge head.
A wedge head can make as much power as a hemi - but not usually in street applications. The wedge head however does tend to offer better efficiency at lower street rpms.
Hemi is a marketing tool, a real step foward would be a 40 valve V10.
