That area isn't water tight and stones work their way in. Opening it up allows for more debris to get in, but the lower-rear portion of the side sill is open so theoretically any debris should fall out the back.
Looks like previous owner cut the wheel well to allow airflow into the side-sills. The idea behind this is to lower side-sill and cabin temps.
I can't tell if your car has a trim piece around hole or not. It might be an aftermarket unit that is damaged.

Honestly, the two are so good in totally different ways I couldn't make the decision. The 997.1 is a little quicker than the 996...
