That's his signature, but there is also a red signature on the drawings as well. I'm thinking the artist had them signed by Ralph Gilles after he drew them. And the last drawing is not the same design as the first two.

Based on what I can gather from the spy shots, the scoops are very slightly squared... more like bent or L-shaped (like the bottom edge of the lights), but I don't see GT-40 anywhere in them.

Reducing the moment of inertia wouldn't necisarrily create a better-handling car. It would definately take away from high-speed stability and might make the car prone to oversteer. There's always going to be a trade-off if you change the handling dynamics of a car.
Why do people hate LED strips on cars? Especially if they're lighter, brighter, and more efficient than the ones they replace? I bet things like doors and pneumatic tires were things once thought of as a fad....
