Stroker refers to an increase in displacement by lengthening the stroke of the pistons. By having each piston move up and down farther, the displacement of the motor is increased. Boring a motor involves increasing the diameter of the piston to increase displacement. Hope that clears it up.

Schwalka explained a stroker very well. To answer your other question, at nearly 370 RWHP he probably isn't far off from what you are likely producing in your '94 RT. Especially if it's stock. A few HP here and there won't show much difference on the street. You probably would take him by a little bit on a drag strip but when road racing you're not likely to notice much of a difference.

Most chevy strokers are 383 small block, but they can vary in size. The 383 is cheap and lots of F-body guys use them. There is a 427 stoker small block (the same size as the old 427 big blocks from the 1960's). For $15K & 450 hp he had a fairly large stoker probably a 427 compared to your 488 ci.

If the guy had a $15K stroker making 450hp I'd guess he had something like a Lingenfelter 383ci engine or a similar tuner's 396ci engine. Those all run around $13K just for the longblock. With an '87 he would also need an upgraded intake system as the standard TPI will fall short on a stoker. Figure another $2K for that. I know several Camaro and Firebird owners who have stokers in their cars. I've never seen a 427 stroker in person. It is a relatively new combination. Lingenfelter is making them for the new C5 corvettes and they are running over $20K.
