Can Mere Civilians become Viper Techs?

<FONT face="Comic Sans MS">Perhaps an odd question, but does anyone know if one can pay for admission to the same courses that dealer mechanics take to become certified Viper Techs? As a self servicer (post warranty) I'd truly enjoy learning more about the technical aspects of the Viper.

Beyond that, how would one purchase the same course materials that my Viper Tech has acquired? They certainly aren't available on DC's www.techauthority.com.
