'98 was the last year for the fog light lens covers. The only thing you need to worry about if you leave them off, is the visual eye sore of the poorly cut notches that holds the tabs of the lens covers.

i'd leave the covers on. check the prices of fog lights lately?
they are not cheap, and to replace one only because you left the cover off. i'm preparing my 00' to add the covers in.

I left mine on too and got the Snake-Oyl headlight/fog light covers to dampen the impact from stones and such. Removing the covers looks good only on the molded bumpers of 98+ in my opinion........
