How to remove black plastic housing behind steering wheel?

I have a 98 GTS, and I am tracking down the source of an annoying rattle. It seems to be inside the plastic housing behind the steering wheel, where the tilt steering/turn signal levers lead into.

I've removed the dash succesfully, but this housing thing is on tight. I've removed the screw from underneath, but the more I tug to remove it, the more it stretches and I'm afraid of tearing it apart. The rear section fits together with plastic clips, but the side nearest the steering wheel isn't moving.

Any ideas? Do I need to remove the steering wheel as well?

The center screw is for the bottom half, but you can just remove the top half by removing the 2 outer screws deep in those long access holes in the underside.

Ahh, I think you guys are right. I didn't think any screws were up those long access holes. Must be a hex type screw, because my screw driver wasn't grabbing anything.
