Rear Facia/Bumper Removal

The service manual for my '95 says there are rubber inserts to be removed in order to gain access to the fasteners on the rear bumper deck (the flat surface above the license plate area/below the trunk lid). I don't see such inserts (with the trunk lid open) and cannot determine how to disconnect this section of the bumper/fascia.

Any suggestions/direction would be appreciated.
