I went catless for 2000 miles on my 99 and never threw a CEL due to "catalyst inefficiency". Simply put, my PCM didn't give a crap about what my rear O2's had to say about anything. I doubt your older model cares as well.
Are you talking about the actual MGW fuel door enclosure? If so, I got the tube seated into the enclosure as much as possible and then screwed the gas cap on all the way and that pulled the tube up to the correct position.
