Sounds like a bad sensor... that is going open circuit on the bump. Someone with a DRBIII (your dealer) could tell you which sensor it is, and just replace it.
Probably have to order the part anyway, so just scan the car, order part, replace.
If it is more major there should be a code in...
The system does not "arm" the alarm, it is only meant to immobilize the vehicle if someone was to attempt to jimmy the column... and it must do this "passively" which is why there is a timer, and not input from you the driver.
That is the passive immobilizer... it is standard on all Canadian 08-09 cars.
Yes, the starter is disabled if the engine was not powered up while the body controller is unlocked.
If you key on during the "go" time the engine may crank, but it will not stay running unless the body controller...
The Purge Solenoids in Gen IV's shouldn't tap... they are no longer duty cycle purge as in prior Gens... it is now a linear purge solenoid and should be nearly silent. (No "hammering" like before)
It sounds like the car is in "factory storage mode"... which is enabled by the IOD fuse being in the SHIP position. The IOD fuse is the one with the little black plastic cage around it. The storage mode forces the BCM into sleep mode, which requires a door handle push to wake up in that case...
The "underhood" trick is only for popping the trunk... not the doors. That would be a bad rumor to spread.
Your dealer can give the key code to any real locksmith to crank out a key... actually it's not a bad idea to keep a copy of the key code number for yourself for just such a situation...
There are two "main" fuses and then an ignition feed...
There is a 30amp and a 40amp that both need to be functional. They both feed the ABS unit via 12ga wire.
They are both direct battery feeds (pins 9 and 24), so just (carefully) probe the connector at the ABS module with the battery...
You need a dealer to disengage the in-plant mode and the dinging will cease. I doubt the snap on tool has the option to disengage that warning... but maybe it does. Look for "in-plant test bit set" or something like that.

The "three key flip" does work on Gen IV cars... but start from the "on" position.... most other chrysler products you start the procedure from the "off" position.
You'll know you got it right when the odo changes to either "PXXXX" or just says "done". The done alone will show on a vehicle...
Remember pre-08 cars are J1850, and 2008 and newer are CAN bus based and require different tools.

The warrantee build date of your VIN is 9/15/08 which would make it quite early in the 2009 build at CAAP.
2009 Build started on 9/3/08 so yours is about week 2. Figuring 8 cars a day you could say yours is in the first one hundred built.
Here is the excerpt for TPM from the service manual... note the wheel speeds listed... that's what engages the sensors. I believe they turn off after a period of inoperation to preserve the battery in each sensor.

GEN III (Runflats) - Low pressure is 20psi / Critical sounds at 14psi

The Speed Sensor signal is an output from the ABS module to the JTEC...
That is basically an analog output that the JTEC uses to put vehicle speed onto the bus, the CCN cluster then uses that bus signal to drive the speedo.

You'll also note that if you leave the car unlocked with the alarm un-armed... it draws nearly a 1/4 amp... The current should be below 20-30mA when parked and locked.
If the alarm isn't completely setting from a bad door switch or something... say if you see three blips instead of the good...

Remove the center cap, loosen the locknut, and then unscrew the ball... don't use anything sharp at the interface of the cap and leather, you could either cut the leather or scratch the cap. Use a nylon trim stick or something similar.

I'd be wary about replacing the ABS module unless you have also lost the speedometer... The ABS module reads the four corner sensors to determine vehicle speed. Actually it only uses the rear sensors for speedo, and all four for ABS function.
