Have you looked into buying the OEM ABS parts? There is an "ABS controller" behind the fascia which plugs into the ECU. I belive the ECU is the *same* from 1996-2002, so all you would need would be that controller + the factory parts (at the very least ABS sensors and the modulator...

Get your car dynoed... if it is above 400RWHP, and you are still getting only 116mph, it means you are shifting way too slowly.
When I shifted quickly, MPH was 120-121mph on a basically stock car (414RWHP). When I shifted badly, it would be 115-117MPH.
