    jon, do yourself a favor and stop by the local dmv and ask them. like i said you had to be there in person (BOTH PARTIES) in delaware to make this transfer and obtain a tag. plus i am not sure how your dmv is but getting the phone number for them is a royal PITA. each state IS DIFFERENT.
