    Heater blowing cold air

    You answered your own question. Floor & Defrost are the Heater settings. Vent is for outside air and A/C. Hot air does not come out of the vents facing passengers. In other words all settings to the RIGHT of OFF are for heat. All settings to the LEFT of OFF are for cool air.
