A/C question on '00 RT/10

I am working on a customers '00 RT/10. The original complaint was no cabin heat. I checked the hot water valve and it was free but the cable was frozen up,in turn they had broken the plastic tab on the temp control that the cable attaches to. I ordered a new cable and control panel today. However with the cable removed and the hotwater valve open it only heats on defrost and floor. I see no blend door or actuator other than the max a/c vacuum motor on the side of the evap case. He bought it used and it has no owners manual, is it normal not to have heat control on the left side of the function knob ie.,max a/c a/c and vent mode? Thanks for the help.

Welcome to the Viper. You only get heat on <heat> and <defrost>. None to the vents.
