I think it is either a intake hose clamp or an exhaust hose clamp. When I turn the outer rings the inside ring grows smaller(getting tighter around whatever it's on). Who makes them?

they use those clamps in custom cars. Radiator/heater/etc. probably be able to find a supplier in popular hot rodding etc.

Also kind of looks like a piece that PRO-FORM makes. maybe in Jegs or Summit

Bo is right on. But don't use them on the viper... they don't clamp as well as _real_ clamps... you'll end up w/ fluid everywhere and that would be a drag. i've used them before... they aren't very good. nice lookin', but not so functional.

Thats very similar to the compression couplings used on electrical metallic tubing, by electricians. Those notches on the periphery are for a spanner wrench.
