I had the same problem last week with my 95. The headlight switch was improperly installed. I could push the switch far enough in that all the lights would shut off, but it would still chime. I had to actually stick my hand up behind the dash and push on the back of the switch while turning the headlights off to get it to stop chiming.
I dropped the panel under the steering wheel and removed the headlight switch and installed it the proper way. They didn't put the spanner nut through the dash and the metal plate to secure the switch in place.
