I have a '96 rt/10 with stock 17" wheels and tires. I was looking to lower it just because the gap between the tire and fender well is huge. I don't want to compromise the ride if I don't have to. So what is the best way to do this and how expensive is it to do it? And how low do you go? Thanks in advance.

I've had Eibach springs about 4 years, they lower 1"-1 1/4". ($220)
I'm currently in the weeds, due to new front, so it is somewhat pain in the aZs to drive it, but I like it the way it is. With standard facia, you'll be low, but OK, scraping lower facia now and then...
You could lower less than an inch with spring caps.

Today I might go with the Aldan coilovers, about $1000.
